Minutes of November 4, 2015 approved.

Iacono, 16 Clambelly Road (7-32) Mike Russell, working on behalf of The Resource Institute (TRI), presented a septic system upgrade permit application for a three-bedroom septic system repair.  The soils are variable, including sand with kaolin with a perc rate of 7 minutes per inch. A clay layer will require ex- and fill.  The existing 1,000 gallon tank meets the 200% storage capacity requirement.  The Board noted that the 150’ well separation could be attained, and also suggested that the bottom of the field should be raked, and a 6” layer of sand added prior to placement of components, as any compaction of the kaolin soils will inhibit function.  The Board approved the application, pending receipt of a revised plan as discussed.

Harrison, 5 Guerin Lane (18-14.5) Junior Oliveira came before the Board to discuss a proposed renovation.  The Board determined that the renovation plan does not change the bedroom count and is within the capacity of the existing system.

Stanley, 260 South Road (24-175)  Chris Alley presented a revised septic construction plan which does not create variances.  The Board accepted the revised plan.

Friedberg, 1 Azalea Lane (29-5) Chris Alley presented a revised septic construction plan for a complex upgrade to a failed system.  The existing damaged tank, which is located in groundwater, will be replaced by a plastic tank weighted down with anchors.  The Board approved the revision.

Smotrich, 14 Tabor Hills Road (19-16.3)   In reviewing a septic plan prepared by Chris Alley, the Board noted that there is an isolated wetland nearby.  Chris Alley will review the site.

Meegan, 165 State Road (33-112)   The Board reviewed a well permit application for a new well to be drilled on a pre-existing, non-conforming lot which is currently served by an open cistern on an adjoining lot which is under the influence of surface water.  Per Reid Silva, the septic system on the property, an old cesspool with a septic tank added, passes inspection. The proposed well would be in a below-ground space protected by an H20 cover, since it is located under the driveway.

The Board was asked to determine whether a public hearing would be required for well approval; whether the original bedroom count of three bedrooms would be accepted for a future upgrade of the septic system even though subsequent renovation inside the home had opened up an existing bedroom and the house currently only has two bedrooms.

The Board awaits receipt of the Title 5 Inspection report showing that the system passes;  the Board also asked that the separation between the proposed well and the home on Greenhouse Lane be determined;  the Board also asked that the inside of the dwelling be examined to determine whether it shows the previous bedroom structure — apparently, the doorway to the bedroom was simply widened and turned into an arch.  Under these circumstances, the Board felt able to accept the house as a three-bedroom dwelling.  For the time being, it will remain a seasonal dwelling.

Meinelt, 5 Tysbury Manor Road (18-50.3)  John Clarke presented a well permit application which meets all BOH separation requirements and was approved by the Board.

BOH position description The Board discussed a draft position description update prepared by Marina Lent, and decided that the function of Public Water System Operator should be separated out as an additional job description, rather than being incorporated within the position of Administrator/Inspector.  The Board discussed how to handle additional work hours that would be required if a public water system operated by the Board employee experienced exceedances on its water quality and safety tests.  The Board felt that this eventuality should be addressed together with the Selectmen, since these undue burdens could affect the regular work of the Health Department.  The Board asked Marina Lent to prepare a separate description for the PWS operator which can then be discussed with the Board of Selectmen and the relevant Boards and Committees responsible for the facilities served.
